There are two broad routes for foreigners.
- Recognition/exchange: convert your home-country licence to a Korean one. Scope and steps differ by country.
- New licence: written test → skills test → road test to obtain a new licence.

Depending on route and country, you may typically need:
- Passport and Alien Registration Card (ARC)
- Your foreign licence and certified translation/verification (if applicable)
- Standard photo and health-check result
